I am trying to create a user bar for my sig. I'm planning animating it and having up to 9-10 bars in the slideshow. The site I'm using is called Userbars.com, and I'm also going to make two bars. Here is are two examples of a user bar:

It might be you because I tried it and it worked... Might be you havn't selected a catogory or something...
PS: I also tried making one but it sortof failed but I wanted to ahow you because it is alright.

I just use Gimp to create my user bars.
