If you can brake down the second train before it crashes into the first that's already on the brake run, yes, you can definitely consider it two block sections.

I'm pretty sure that you have to finish and enter your coaster/flat ride on or before the deadline.

Yes. You can use any materials you want for theming.

For the four blocks, do they need to be chain powered, or can I just have a straight section of track with some brakes?
