This is a far-fetched guess of Timbuktu. Close to 4 feet and I know has a similar drop and turn. Doesn't go underneath anything, but that's the best I can choose.

The only other thing that I would be able to recall is Gold Striker, which I know for sure fits 2 of the clues, but I'm not sure about the height clue. That is all I can think.
