There's nothing there. And what ^^ means is that he wants to kick your ass really bad right now.
You need an actual tutorial (pictures with explination) in order to make a thread here. Not a blank post.

I must say seems a little harsh...has he even been banned before? Maybe you should try a temp ban before perma, I know his response was dumbass but I don't think he knew you were a mod.
